It should work like that: The purpose of the ACTION is to show the user what happened since he last acted upon the item where the lease important is his actions unless they are the last action and there are no other actions that require his action.
So any action that he need to see or act upon will be presented at the ACTION until he did the action.
Once he did the required action it will stay in the ACTION area until a new action arrived for his execution or he did an Action.
If an action is combined action (Data and Nuke for example) all the combined actions are shown in the ACTION.
It is obvious since the last action was combined action so it is ONE action, it happened together.
